Umbrella Scheme Rashtriya Arogya Nidhi (RAN)
Aim & Objective
To provide financial assistance to poor patients living below threshold poverty line and suffering from life-threatening diseases relating to heart, kidney, liver, cancer, etc. for their treatment at Government hospitals/Institutes having super specialty facilities.
Features
It provides one-time financial assistance to poor patients living below threshold poverty line for diseases that are not covered under PM-JAY Ayushman Bharat.
Eligibility & Target Groups
- PM-JAY beneficiaries based on the SECC database (for treatment not included in PM-JAY Ayushman Bharat).
- NFSA beneficiaries having AAY Ration Card & PHH Ration Card are eligible under this scheme.
Treatment Coverage & Benefits
It has 2 components:
- Rashtriya Arogya Nidhi (RAN)
- Health Minister’s Discretionary Grant (HMDG)
Under RAN, the financial benefit is up to ₹15 lakhs, and in the case of Rare disease, it is ₹20 lakhs. Under HMDG, the financial benefit is up to ₹1.25 lakhs only.
Procedure to Apply & Documents Required
Procedure to Apply Online
- Ayushman Mitra shall verify the patient’s details and eligibility through the BIS portal. Once eligible, a token number will be generated and is automatically forwarded to the Nodal Officer’s ID.
- The Nodal officer shall forward the application to the Inhouse Technical Committee for seeking approval.
- On approval of the Technical committee, it will be forwarded to the Medical Superintendent and on approval of the Medical Superintendent, it will be forwarded to the Financial Advisor for final approval.
- Once it is approved by the Financial Advisor, the treatment can be started.
Procedure to Apply Manually
- The patient has to submit the filled-in application form along with Hospital Estimation at the Medical Superintendent’s office.
- After countersigned by the Medical Superintendent, the application will be sent to the Ministry by the Nodal officer (RAN) for approval.
- Once the application is approved, the sanction order will come to the hospital with a copy to the Applicant mentioning the amount & validity period. Then, the patient may incur expenditure on their own and apply for reimbursement of the expenditure at the hospital within the validity period.

- Ration card.
- Aadhaar Card.
- Filled-in application form.
- All investigation reports.
*As Odisha and West Bengal patients are not covered under the Ayushman Bharat Scheme, only manual application is accepted by the Ministry of Health & Family Welfare (MoHFW).
Documents Required to Apply Manually
- Low Income Certificate of the family from all sources.
- Translated copy of Ration Card in Hindi/English, if it is in regional language.
- A copy of Aadhaar Card.
- Filled-in application form along with Hospital Estimation.
